Our client is a well established high end restaurant based in Kigali. 

They seek to hire a Chief Accountant to be responsible for all areas relating to financial reporting, managing accounting and budgets and forecast.

Key Responsibilities;
  • Prepare, examine or analyse accounting records, financial statements or other financial reports.
  • Ensure the timely reporting of all financial information; monthly, quarterly and year end close.
  • Supervise accounting teams based in different countries.
  • Prepare the consolidated accounts at Group level.
  • Ensure a clean and timely year-end audit.
  • Review taxes owed and tax returns and ensure compliance.
  • Develop, maintain, and analyse budgets.
  • Prepare periodic reports that compare budgeted costs to actual costs.
  • Scheduling expenditures, analysing variances, initiating corrective actions.
  • Monitoring revenue and expenses.
  • Ensure the accurate and timely processing of pay transactions.
  • Analyze business operations, trends, costs, revenues, financial commitments, and obligations, to provide advice.
  • Monitor and analyze department work to develop more efficient procedures.
  • Assist in development and implementation of new procedures and features.
  • Respond to inquiries from the CFO, Internal Auditor, and other managers regarding financial results.
Qualifications
  • Must have a Bachelors Degree in Accounting/ Finance or Management & Business Administration.
  • CPA K or ACCA required
  • Must have 3-5 years of overall combined accounting and finance experience in the Hospitality Industry/ Restaurant.
  • Must have supervisory experience in the financial reporting/general ledger area.
  • Experience working in a professional services firm is preferred.
  • Must have experience with QuickBooks or other large automated accounting system a plus.
  • Must have strong experience with Microsoft Excel, PowerPoint and Word.
  • Strong verbal and written communication skills.
  • Strong interpersonal and supervisory skills required.
  • Ability to multi-task, work under pressure and meet deadlines required.

Access to Finance Rwanda - Financial Education Strategy Consultancy Job

 Recruitment of a consultancy firm to undertake the Financial Education Strategy

Background

Access to Finance Rwanda (AFR) is a fund initially sponsored by DFID and the World Bank. Other sponsors are likely to join in coming months. 
The overall aim of AFR is to help more people and small businesses achieve greater and more effective access to a deeper financial system in Rwanda. 
AFR will fund a wide variety of initiatives and investments in the financial sector using grants, loans, subordinated debt and other instruments.

In pursuit of its objectives, AFR will be funding the Financial Education Strategy on behalf of Ministry of Finance and Economic Planning Rwanda.

The overall aim of this assignment is to develop a national strategy to improve financial literacy and education in Rwanda. 
The financial education strategy should provide a nationally coordinated approach to financial education that provides an appropriate framework for financial education programmes. 
The strategy will partly be informed by the national financial capability baseline survey that will be running concurrently with the work on developing the strategy.

Call for Expression of Interest (Eol)

AFR invites Expressions of Interest (Eols) only from firms that have relevant experience in this field. Eols should state the experience, capabilities and resources of the applicant, taking into account:
  • Wide knowledge and experience in financial literacy, especially ¡n developing financial education strategies in developing economies in general and Sub-Saharan Africa in particular
  • Proven experience and knowledge in marketing aimed at changing behaviors
  • Proven experience and knowledge of financial intermediaries and products
  • Familiarity with financial capability and other consumer surveys such as financial capability surveys and FinScope, together with the ability to analyse and interpret the results
  • Considerable experience in the financial sectors in sub-Saharan and preferably in East Africa, especially Rwanda
  • The team leader must have not less than five years’ experience in financial literacy and education.
If the firm does not already have a presence and resources available in Rwanda, bidders are recommended to ensure that they do include these, either by contracting local team members or by teaming up with a Rwandan organization with complementary skills and experience.

RwandAir Revenue Management and Pricing Manager, Network Planning & Schedules Manager, Marketing Manager Jobs in Kigali, Rwanda

Background 

RwandAir, established in 2002 is the National Carrier for the Republic of Rwanda. Considering that Rwanda is a land locked country, RwandAir was created as a means of connecting the country to the outside world to facilitate and promote investment and tourism. 

Indeed RwandAir mission statement is “to provide unsurpassed, safe and reliable services in air transportation, including strategically linking Rwanda with the outside world, while ensuring a fair return on investment.” The majority share holding of the company is the Government of Rwanda.

From inception, the airline operated wet leased aircrafts from other airlines. However, in the more recent past, the shareholders of RwandAir decided to make RwandAir a robust airline with its own aircrafts. 

Indeed in December 2009, the Government purchased two used CPJ-200. In the same month, RwandAir signed a contract with The Boeing Company for the purchase of two new B737-800NGs which were delivered in August and October 2011 respectively.

In June and August 2010; RwandAir took delivery of two B737-500 on a dry lease basis from GECAS. In addition to this fleet, RwandAir ¡s currently operating a Dash 8-100 wet lease. 

The airline is currently in discussions to further increase its fleet and expand its routes in Africa and beyond.

In line with these recent developments and expansion, RwandAir is interested in hiring hands-on industry experts to fill leadership positions at Rwandair in order to support management at all levels in realizing its Vision and Mission and ensure smooth on job training of in-house staff and seamless capacity building.

This goes beyond the scope of projects to achieve positive changes in human conditions, in social positions and in the enabling environment. Our programs begin with a clearly defined goal for impact on the lives of a specific group, realized at broad scale. T

hey build on a thorough analysis of underlying causes of poverty, gender inequality and social injustice at multiple levels with multiple stakeholders, and develop an explicit theory of change that is rigorously tested and adapted to reflect ongoing learning. 

We then develop a coherent set of initiatives that enable CARE and our allies to contribute significantly to the transformation articulated in the theory of change. 

We prioritize the ability to promote organizational and social learning, to generate knowledge and evidence of impact. We aim to contribute to broad movements for social change through our work with and strengthening of partners, networks and alliances. 

We put in place a strategy to leverage and influence the use and allocation of financial and other resources within society for maximizing change at a broader scale. And we seek to ensure accountability systems to internal and external stakeholders that are transparent. 

Clearly, such a program needs inspirational leadership, and we have defined a new role within CARE Rwanda – the Program Coordinator – to provide just that.

Job Objective:

To provide strategic and operational leadership to CARE Rwanda’s new Vulnerable Women program.

Duties and Responsibilities:

1. Program Strategy, Program design and Resource Mobilization
  • Continuing the participatory process undertaken thus far, complete the development, in close consultation with other stakeholders within and beyond CARE, of a comprehensive program strategy to deliver the goals and objectives of CARE Rwanda’s Vulnerable Women program.
  • Amongst other parameters, this strategy should draw on a comprehensive situational analysis to specify clear geographical and sectoral focus areas for the program, identify which programmatic models will be adopted or adapted, and identify key strategic and operational partners.
  • For each of the program ‘pathways’, develop a short, standalone ‘strategic brief’ summarizing how the pathway will be delivered, and providing a basis for project design and proposal development.
  • Lead the dissemination of the program strategy, ensuring a compelling presentation both in print form but also via a range of other communications channels, including face-to-face presentation, via CARE’s website etc.
  • Build support for the strategy amongst key stakeholders, including national and local government, civil society and the private sector.
  • In particular, present the Vulnerable Women strategy to potential donors and lead in concept and proposal development to ensure the resources required to deliver the strategy.
2. Oversight of program implementation
  • For the parts of CARE Rwanda’s Vulnerable Women Program which will continue to be delivered through grant-funded projects, provided leadership to program implementation in the field.
  • Through coaching and oversight of project managers and other members of the program team, ensure adherence to CARE’s Programming Principles and relevant Policies, and drive CARE’s commitment to full accountability, both by fulfilling the requirements of donors and national and local authorities, but also by ensuring full transparency, consultation and participation of the communities in which we work.
  • Take responsibility for ensuring that the Vulnerable Women program is fully aligned with CARE Rwanda’s commitment to working in genuine partnership with national organizations for all except the most innovative parts of its program.
  • Working with CARE Rwanda’s Partnership Coordinator, take a lead role in identifying potential partners, negotiating new partnerships and managing existing ones to ensure our partnerships deliver quality programming for our impact group, act to strengthen the institutions and organizations we partner with, and provide for ongoing reflection and learning  between the partners.
3. Advocacy and networking
  • Develop and maintain a network of key actors in the women’s empowerment space in Rwanda, the East and Central Africa Region, and globally.
  • Use this network to ensure that CARE Rwanda and its Vulnerable Women’s program are present at important consultative and decision-making forums, and have a credible voice in key policy dialogues.
  • Analyze and interpret for others in the CARE team the landscape of stakeholders, including potential supporters and resistors, and develop and share advocacy strategies to help the team navigate that landscape effectively.
  • Drawing on knowledge and learning from our own programs and from elsewhere in CARE International, ensure that advocacy messages are clearly drawn and compellingly presented to achieve our program goals and lasting change for our impact groups.
  • Represent CARE Rwanda as required, and act as our main spokesperson on issues relating to the Vulnerable Women program, its goals and its impact group, including with the media.
  • Share with an update the CARE Rwanda team regularly on developments in the wider women’s empowerment community in Rwanda.
4. Impact Measurement, knowledge Management and learning
  • In liaison with CARE Rwanda’s own Country Office Program Learning Team, as well as CARE colleagues in other Country Offices and at regional and global level, ensure that an overarching, program-level impact measurement framework is in place for the Vulnerable Women’s program.
  • Such a framework should be aligned with wider frameworks developed to consolidate reporting on CARE’s impact at regional and global level, and integrated with M&E frameworks currently in use in projects in the field.
  • Ensure that robust systems are in place to gather evidence and data from projects in the field and from secondary sources, analyze that data to develop clear narratives about program impact, and present those narratives in the form of compelling messages that can be used for advocacy and/or resource mobilization.
5. Country office Leadership
  • Provide direct leadership, support, mentoring and coaching to the Vulnerable Women Program team.
  • Work closely with members of the Program Support Team to ensure effective program implementation in alignment with all CARE policies and procedures.
  • As a senior member of staff, take an active role in key leadership groups including the Senior Management Team (SMT), the Senior Program Management Team (SPMT) and the P-Shift Core Team.
  • Contribute as required and in some cases take leadership and ownership for Country Office processes important for the delivery of CARE’s mission.
Qualifications and Skills:
  • At least a Masters Degree in a relevant discipline (a Bachelors Degree combined with significant senior experience may be considered)
  • Post-graduate qualifications in policy analysis, statistical methods, advocacy and communications and other relevant disciplines will an advantage
  • At least 10 years experience in organizations or institutions active in promoting women’s empowerment and gender equity, including experience conducting research in the field or delivering practical women’s empowerment programming in communities
  • At least 5 years experience in a senior leadership position in an organization or institution active in promoting women’s empowerment and gender equity, including experience of representing that organization at senior levels.
  • At least 2 years working in a senior position with an international organization, or extensive consulting experience working for international organizations.
  • Demonstrated ability to provide effective, inspiring leadership to a large team and operate effectively in a fast-moving organizational environment
  • Highly developed communication skills, both verbal and written, including listening skills and the ability to build trust and credibility both in the village and at the policy table.
  • Familiarity with the main conceptual frameworks underpinning gender analysis and women’s empowerment
  • Research skills including a solid understanding of statistical methods and social research techniques.
  • Demonstrated ability to analyze policies and strategies and identify areas for advocacy
  • Extensive existing network within the women’s empowerment community in Rwanda and beyond, including government, civil society, media and academic stakeholders at national, regional and global levels.
  • IT skills including key MS Office applications. Experience with social media, digital media highly desired.
