Terms of Reference for external mid-term evaluation of the CBM funded Low vision Cluster program
Program summary
The objective of this
project is to strengthen the capacity of an existing country wide
network of four of the most important service deliverers, in order to
reduce the barriers experienced by people with visual impairment to
access appropriate medical/rehabilitation services, education and equal
opportunities in the labour market.
The program aims to
screen over 40,000 children and provide quality low vision services to
some 14,000 people, mainly children with visual impairment in Kenya over
three years.
These comprehensive low
vision services coupled with advocacy initiatives addressing the rights
of people with visual impairment on national and policy level are
expected to improve access to education, health/rehabilitation, labour
and social life, and maximize the potential of people with visual
impairment as individuals.
Program Geographical Areas of Coverage
The program is located in
four service deliverers who include Friends Church Sabatia Eye
Hospital, PCEA Kikuyu Eye Unit, Kwale District Eye Centre and Diocese of
Meru SPARK and their environs. The partner organization responsible for

CBM East Africa and
implementing partners committed themselves in the original grant
application to conduct a joint mid-term evaluation.
The purpose of evaluation is to measure outputs, outcomes and observable trends both positive and negative.
Evaluation Objectives
The specific objectives of this evaluation will be to assess the following:
- To assess if activities are carried out as per agreement, outputs are clear and documented; and results are achieved.
- To assess the effectiveness and outcomes achieved of the action in accordance with the log frame indicators
- Assess quality of trainings: Is the knowledge acquired being applied?
- Assess parents of children with disabilities offered services (social, age, sex, etc)
- To provide recommendations on the strategy adjustments and the future direction of the action in order to achieve maximum and longterm impact in a cost-effective manner
Consultant’s Profile: Experience and Qualifications
- Proven experience in research, monitoring and evaluation of nongovernmental community development structures, process and integrated programs.
- Sound knowledge and understanding of eye care service provision national standards, health sector policies and systems in Kenya.
- The Consultant must possess a Masters degree from an internationally recognized university and at least 5 years experience in programming at a senior level, as well as experience in evaluating complex programs related persons with disability.
Other skills necessary include:
- Quantitative and qualitative research methods
- Program analysis, evaluation and multi-districts/community study design
- Organizational development and systems strengthening
- Data analysis and report writing
- Strong communications skills -oral, written and presentation skills
